Included among the hundreds of billions of dollars in Congress’s Economic Recovery Bill there are some very creative solutions as well as a few provisos that should help Americans feel better about how all of this money is being spent.

It should not come as a surprise that the final bailout amount, with all assurances taken into account, is in excess of $700 billion. After all, $700 billion is not a lot of money anymore.
